Legal Cell

The Legal Cell of the Hyderabad Metropolitan Development Authority (HMDA) is responsible for managing and coordinating all legal matters pertaining to the Authority. It ensures effective representation of HMDA before various Judicial and Quasi-Judicial Forums by coordinating with the legal counsel engaged to represent the Authority, including the Learned Solicitor General of India, Learned Additional Solicitor General of India, Learned Advocate General, Learned Additional Advocate General, Learned Senior Advocate, Advocate-on-Record (AoR), Standing Counsels, and Special Counsels.

Functions & Responsibilities:

  • Coordinates in all the legal matters involving HMDA before the Hon'ble Supreme Court of India, Hon'ble High Court for the State of Telangana, Hon’ble National/State Human Rights Commissions, Hon’ble National Green Tribunal, Hon’ble Institution of Lokayukta, Hon’ble National SC/ST/BC & Minorities Commissions, Lower Courts, Arbitration Tribunals, Consumer Forums, Pre-Lok Adalat Conciliation Sittings, and all Judicial and Quasi-Judicial Forums.
  • Coordinates with the legal counsel representing the Authority and the concerned Wings/Departments of HMDA to ensure effective conduct of cases, implementation of court orders/directions, to avoid adverse legal consequences.
  • Provides in-house legal advice to the Authority on various legal matters.
  • Monitors court cases, maintains records and case databases.
  • Processes legal files, scrutinizes legal fee bills, and manages legal administration.

The Legal Cell plays a pivotal role in protecting the legal rights and interests of HMDA by ensuring effective legal coordination, efficient litigation management, and timely compliance with judicial directions, thereby enabling the Authority to discharge its statutory functions in accordance with the rule of law.
